• Nokia Siemens Networks (NSN) has hired Luca Maestri to be its new CFO. Maestri comes to NSN from General Motors, where he most recently was finance chief for the car maker’s European division. Maestri will formally assume his role on Nov.

• Philippines operator Globe has partnered with Neustar to provide mobile instant messaging services to its subscribers. NeuStar powers Globe’s UNLICHAT service, which features Yahoo! Messenger. Using NeuStar’s IM services, its Mobile Messaging Gateway (MMG) and a host of Clients for different handsets, Globe subscribers can access Yahoo! Messenger from their handsets wherever they are.

• Telit Wireless said reseller Xirgo Technologies placed a $6.5 million order for machine-to-machine modules.  The companies previously co-developed automotive applications, but did not specify future plans.

• CommScope’s Andrew division is expanding its integrated cabinet product line for wireless networks with new size options and new cooling technologies.  Cabinets are now available in 48, 60, 72 and 84-inch heights.

• Eric Hill joined the Enterprise Wireless Alliance as vice president for business technology.  He previously worked at the CTIA and the GSM Association.

• Portman Security Systems announced a GPS tracking system for law enforcement and military personnel.  The system can sense shots fired and signal for help.

• Continuous Computing announced a series of hardware and software for LTE networks. The company now sells femtocells, picocells, gateways and intrusion detection systems, along with protocol software and professional services.

• Ringleader Digital announced availability of its On-Demand Network, a third-party mobile advertising network. Advertisers leveraging Ringleader Digital’s On-Demand Network can now access any mobile publisher site regardless of whether that publisher is in-network. Ringleader’s On-Demand Network allows for placing media buys across all desired publisher sites and networks and enables users to manage entire campaigns through a single network platform without requiring software integration.
